What kilograms to teaspoons is for
Spoons and cups measure space. Grams and pounds measure mass. The bridge is density: how many grams sit in one milliliter of that ingredient. Water is 1 gram per milliliter. Flour is closer to half of that, so a cup of flour weighs much less than a cup of water.

A worked example
Water at 1 g/mL: 1 cup is 236.59 milliliters, which is 236.59 grams, or about 8.35 ounces. The same cup of all-purpose flour, at 120 grams per cup, is about 4.23 ounces.
Mistakes that move the answer
- A US cup is 236.6 milliliters. A metric cup used in some recipes is 250 milliliters.
- Scooped flour packs heavier than flour spooned into the cup. Weighing is the reliable check.
- Fluid ounces and weight ounces are different units. This page converts between them only through density.
